Dalian, which covers 13% of the nation’s territory and accounts for 12.6% of the nation’s population, is the important port and trading, industrial, touring city in north China and even in northeast Asia. National Economy & Social Development in Dalian

In 2004, GDP was increased by 16.2% and reached RMB 196.18 billion. Fixed capital investment of the whole society was increased by 41.3% and amounted to RMB 71.62 billion. And it has achieved an industrial increase of RMB 82 billion and has increased by 17.6%. The industry of large scale has increased by 25.4%, topped RMB 52.41 billion. Petrochemical industry, component manufacturing industry, and electronic information industry act as the leading forces in industrial growth. It is estimated that the increase in output of these three industrial sectors will be above 30%.

Distribution of Industry & Program of Development

With more than 50 years’ development, Dalian has established an industrial system, that is, mechanism, petrol processing, electronic industry act as the leading forces, while other traditional industries develop with complete categories. Petrochemical, manufacturing, electronic information industry, above-mentioned three pillar industries account for 73% of large-scale industry.

→ Electronic information industry base is the only production base in Liaoning Province. Assembly industrial output ranked the second place of four cities in the northeast of China in 2003. Dalian New Shipbuilding Heavy Industries Co., Ltd. is the largest shipyard in China. Rolling stock plant produces diesel locomotive and the output accounts for 50% of national production. Bearing product occupies one-third of the domestic yield. Both industrial refrigerant equipments, air conditions and combined lathes, automatic production lines rank first in China. Forklift with a tonnage from 10 to 45 occupies 44% of the national output. Such mechanical equipment as marine diesel engine and diesel locomotive engine situate in the front row of the same national trade or business.

→ It was estimated that in year 2004, industrial increase has reached RMB 82 billion, and accounted for 43.2% of the city’s GDP. Dalian industrial scale ranks first in main cities of the northeast of China, and it is also one of the cities where large numbers of industrial companies come together. Industrial increase account for one-third, and export delivery amount account for three-fifth of the whole province.

Dalian Economic and Technological Development Zone was established in 1984, and it was the first national economic and technological development zone approved by the State Council. As one of the ten largest development areas in China, Dalian Economic and Technological Development Zone has a planned area of 329 square meters, and has a population of 250 thousand. Founded on June 8, 1992 by approval of Dalian Municipal Government, Lushun Economic Development Zone is a general development zone under administration at the provincial level. Situated at the southwest tip of Liaodong Peninsula, Lushun Economic Development Zone is also known as the “golden waterway”.
In the period of the Tenth Five-Year Plan, Lushun Economic Development Zone will attach importance to the "three zones and one area", i. e. the industrial zone, the tourism and holiday zone, the harbor zone and the commercial trade area, primarily meeting the plan requirement for the main city proper.

Industrial zone:
The planned land area is 134.47 has accounting for 11.12% of the total land area. Based on the Industrial Park for medium- or small-scale businesses, the Development Park for Returned Students and Daxian Industrial Park, it is planned to develop towards large scale, high technology and export. The main purpose is to establish industrial enterprises with low energy consumption, high technology and high added value and develop technically advanced high-grade products for export, forming an export-oriented high technical industrial zone. Meanwhile, attentions are also given to conventional industrial projects with low energy consumption and low pollution to promote the rapid development of the local economy. The key point of development is such industrial projects as precision machines, electronics, communication facilities, foodstuffs, garment and artwares for tourists.

Tourism and holiday zone:
The planned land area is 130.8 has accounting for 10.82% of the total land area. The tourism and holiday zone will firstly develop large tourism projects such as the Sunshine Homeland and the World Peace Park covering housing for aged people, health preservation, relaxation, fitness keeping, catering and entertainment. Excellent weather and geographic conditions such as the natural bathing beach will be utilized for development of the tourism projects on the sea. Importance will be attached to the creativity, nationality and modernity, with consideration of the modern features of seeking for knowledge, newness and amusement.

Harbor zone:
The planned land area is 185 has accounting for 15.3% of the total land area. The annual handling capacity of the harbor can be up to 39.65 million tons with the passenger volume of one million person-times. Yangtouwa Harbor is designed to be an open harbor mainly for handling general cargoes and passenger/vehicle ferry. Along with the construction of Yantai-Dalian Train Ferry project and the ten-thousand-tonnage general wharf project, a large traffic system centered on the ferry wharf with two wings of Yangtouwa Harbor and Ertoujuan Deep-water Wharf will be established, becoming the important material flow center in the region encircling Bohai Sea.

Commerce and trade area:
It takes Shunda Road as its center with rational layout of financial, commercial trade, information and other public service facilities and will be expanded to both sides appropriately.
